When Wake County Superior Court Judge Howard Manning ruled that the state must pay N.C. school districts $768 million in proceeds from civil fines, News 14 Carolina turned to JLF education policy analyst Terry Stoops for expert analysis. Terry also explained to Greensboro News & Record readers that a proposal to lengthen the school day would offer no education benefits to Guilford County students, an idea he’s explored at length in the past. Terry contributed to the charter school debate with new research suggesting that charters could help the University of North Carolina boost its teacher training programs.
