State lawmakers continue to discuss unfunded liabilities associated with the government-mandated Beach Plan coastal property insurance program. As a study committee met Thursday to discuss the issue, readers of the Wilmington Star-News had a chance to read some of the ideas Eli Lehrer has for shoring up the Beach Plan. Lehrer recently completed a report on the topic for the John Locke Foundation.
