    A Lottery That Helps Students: How Lottery Proceeds Should Be Spent for Education

    As the law is currently written, the education lottery will do little to fund the most critical needs of North Carolina’s students. Too much of the revenue will be used for unproven class-size reduction efforts and pre-kindergarten programs. Too little of the lottery revenue will be given to school districts and charter schools that have critical school facilities needs. The General Assembly can maximize the educational benefit of the lottery revenue by distributing more funds for capital expenditures to high-growth school districts and to charter schools.

    Grading Our Schools 2002: NCEA’s Fifth Annual Report to North Carolina Parents

    This fifth annual report on schools from the North Carolina Education Alliance shows that many school districts in the state made progress in 2001-02. It also shows that many of the failing school systems from 2000-01 were still performing in the failing range again last year. Official results of statewide testing are reported annually in the Department of Public Instruction’s ABCs of Public Education. End-of-grade tests for elementary students and end-of-course tests for high school students are the only exams administered statewide each year. As such, information about public schools is focused on the results of these exams. Grading Our Schools offers a different lens for studying test results and other performance data. As an additional information tool, we hope it will allow parents and taxpayers to better evaluate student performance in North Carolina’s public schools.

    Smart Start Fails Test: Studies Show Little Benefit, Make Case for Reform

    A new six-county study of Smart Start shows little benefit for most children once they reach school. Coupled with the results of three other studies released since early 1998, these findings make the case for significant reform in the state's approach to early childhood policy. Smart Start should be reformed to 1) provide direct assistance to disadvantaged preschoolers and 2) give North Carolina families more resources with which to improve their children's readiness for school.

    Smart Start Loses Gloss: New Studies Question Effectiveness, Finances

    Since it was proposed by Gov. Jim Hunt in 1993, Smart Start has generated statewide and even national attention for its intriguing promise of combining public and private resources to boost educational achievement through early intervention. But two recent studies, one of its finances and the other of its effectiveness as an educational investment, challenge Smart Start's extravagant claims of success. The program has attracted little support from the private sector, and does not significantly improve the educational attainment of most preschoolers.
