    North Carolina vs. the World: Comparisons of educational inputs and outcomes

    This study employs multiple studies and data sources to fill the gaps left by the state’s unacceptable omission of international inputs and outcomes. Overall, the evidence suggests that, despite ample resources, public school students in North Carolina fail to meet or exceed the performance of many of our economic competitors throughout the world. Simply put, the state has failed to "produce globally competitive students," and that failure is a cause for serious concern.

    North Carolina’s auto insurance system is unfair to low-risk drivers because it overcharges them in order to subsidize some of the state’s more risky and dangerous drivers. Every insured driver pays a hidden tax, and private insurance companies are guaranteed a profit. This report recommends reforms to improve the system.

    Reassessing North Carolina’s Charter Schools: A Note on Caroline Hoxby’s Findings

    In response to a widely cited study by the American Federation of Teachers, Harvard education professor Caroline Hoxby recently released a study of the academic proficiency of charter school students. Hoxby finds charter schools comparing favorably with regular public schools: "charter students are 5.2 percent more likely to be proficient in reading and 3.2 percent more likely to be proficient in math on their state’s exams."
