North Carolina’s ongoing gerrymandering dispute returned to the U.S. Supreme Court on March 26th, 2019. As the nine justices weigh how much partisanship is too much in election districts, a three-judge panel in state court is addressing similar issues. At the same time, reformers want N.C. lawmakers to change the process used to draw congressional and legislative election maps. Observers need a scorecard to keep up with the latest redistricting developments. Mitch Kokai, the John Locke Foundation’s senior political analyst, tries to make sense of the story’s many moving parts.
