N.C. Certificate-of-Need Laws: One Doctor’s Firsthand Experience With the Health Care Regulatory Maze

Dr. Jay Singleton’s New Bern practice specializes in cataract surgery, laser cataract surgery, Lasik surgery, glaucoma surgery, blepharoplasty, and treatment of diseases of the eye. While trying to deliver quality, affordable care to his patients, he’s come face to face with North Carolina’s Certificate-of-Need laws (CON). In this presentation, Dr. Singleton, an ophthalmologist, will describe how surgery for cataracts is impacted by CON regulations, discuss the negative impacts on patients and health care workers, and urge state policymakers to infuse competition into the health care system.
