Coletti on NC’s Tax Bias

While DeBow and Winter pushed for alternative health care coverage, JLF’s fiscal policy analyst Joe Coletti exposed the state’s tax bias in his Spotlight, “End All Tax Biases: Report on Tax Expenditures Misses Half the Story.”  The study analyzed the N.C. Department of Revenue’s latest Biennial Tax Expenditure Report
(pdf).  Coletti concluded that many of the taxes discourage some
forms of economic activity such as saving, investment, and
entrepreneurship.
